What should buyers compare in Sterling Ranch?
Compare the complete cost and readiness of each home: price, financing, taxes, community charges, water, landscaping and the surrounding construction. A finished resale and a builder’s advertised base price are not equivalent packages.
CAB, metro districts and utility bills
The Sterling Ranch CAB coordinates community operations and covenant enforcement. Review the applicable district information, current tax bill and fee schedules for the address. Ask for a sample utility bill and clarify fixed charges versus usage-based charges; do not estimate water costs from another household’s bill alone.
New construction versus resale: make the numbers comparable
- Ask the builder for an itemized delivered price including lot premium, selected finishes and required work after closing.
- Obtain a written Loan Estimate for the incentive financing and an outside lender option.
- For resale homes, inspect the improvements, remaining warranties and maintenance history.
- Compare the same closing window and financing assumptions. A temporary lower payment is not a permanent reduction in borrowing costs.
- Walk the block and identify occupied homes, active work and undeveloped parcels. Ask which amenities are open, approved, proposed or still unscheduled.

Questions buyers ask
Is the Sterling Ranch CAB the same as an HOA?
No. The Community Authority Board is a special-purpose local government. Its duties include community improvements and covenant enforcement. Do not translate “not an HOA” into “no rules or community costs.”
Who provides water in Sterling Ranch?
The CAB identifies Dominion Water and Sanitation District as the wholesale water provider. Review the CAB’s water and sewer information and the current billing schedule when estimating ownership costs.
Is a builder incentive always better than a resale price reduction?
No. Compare written loan terms, the payment after any temporary buydown expires, lender fees, upgrades, taxes and cash needed at closing. The strongest offer depends on the total cost and your expected ownership period.
